Abstract
Natural disasters are phenomena that significantly affect people's quality of life and their consequences can be catastrophic. For this reason, governments establish within their public policies guidelines for risk management in cities, through mechanisms that provide comprehensive attention and mitigate the social, economic and environmental impact. Flood disaster management in Villavicencio investigates the regulations that currently cover the capital of Meta, making a detailed study of the regulations and the repercussions of their implementation -and non-implementation-. In this way, the actors, scenarios and characteristics of a city with more than forty neighborhoods at risk are analyzed. The authors propose a critique of the failure to comply with the guidelines and the consequences of the lack of design and execution of action plans consistent with the reality of a city highly prone to flood disasters.
